HOA Dues

Why do I pay HOA dues?                                                                                

Your Meadows at NorthLake HOA provides many services to meet the needs of the community including:

•Trash pickup (Regular scheduled collections, bulk trash collection, trash removal in wooded areas)
•Grass maintenance of the common areas
•Tot lot maintenance
•Street lights (power and maintenance)
•Maintenance, repair and replacement of streets, curbs, and sidewalks
•Snow removal/ice treatment of roads
•Dues to NorthLake Federation for community maintenance of lake and other common areas
•Common area tree management

 Dues collected from homeowners is budgeted to cover these planned expenses as well as to manage unplanned events such as common area damage from storms.

(It should be noted that due to our management, we were one of the only HOAs in the greater DC area who did NOT collect an additional assessment to handle the snow events of 2010.)

• Where do I send my HOA dues?

• Can I pay my HOA dues over the phone or internet?

Yes, our partnership with Alliance Association Bank allows you many ways to make your payment including on-line E-check, Credit Card and ACH (auto-withdrawal/ direct debit).  You can go to our management company’s website at www.communityassn.com, click on “Homeowner/ Resident Resources” and scroll the page for the Alliance Association Bank logo. For assistance in completing an electronic payment, call AAB Customer Support at 888-734-4567.

• Can I pay my HOA dues by credit card?

Yes, please follow the above instructions for the internet.

• What If I don’t pay the dues?                                                                       

Your on time payments are crucial in order for the community to provide uninterrupted service to the homeowners.  If you anticipate not being able to meet your obligation, please contact Accounts Receivable at our management company to discuss payment options, Accounts.Receivable@communityassn.com

Late payments will result in:

•Late fee
•Loss of parking privileges
•Legal collection action
•Property Lien

What is the deadline to pay HOA dues without a penalty fee?  

The fifteenth of every month.

• What is the penalty fee for late payment of HOA dues?  

Payments must be received by our office by the fifteenth of each month. Payments received after this date will be assessed the late fee.

Home Improvements and Maintenance

• What is an Architectural Change Request (ACR)?                                 
An application to the HOA to upgrade or change the exterior of your property.

Any architectural change to your home must be approved by the HOA board of directors.

What architectural changes to my home do I need to have HOA approval for? 

Any additions or changes in materials, colors, landscaping, or appearance to the exterior of your property (front, sides or back).

Whose signatures should be on Architectural Change Request? 

The property owner(s) and neighbors on both sides of the property that is requesting the change.

• What is the approval process for Architectural Change Request?    

Send completed ACR to the management company with all required attachments for HOA review. Photographs, plans, color samples are highly recommended.  You should obtain a decision within 45 days or less.

What happens if I don’t send on Architectural Change Request? 

You may be required to return the property to its pre-change condition

• Can I paint my house any color I want? 

In order to maintain consistency within the community the HOA must approve colors. Colors that do not meet the community aesthetic requirements will be denied.

• What if the existing color is no longer available? 

Select a few color options that you would like to be considered, and submit those samples to the HOA for review with the ACR.

What are my responsibilities when it snows? 

Homeowners are responsible for clearing both the path from their home to the sidewalk AND the sidewalks in front of their home. Additionally, clearing of individual parking spots is the responsibility of the homeowners assigned to those spots.

What areas must be maintained by a homeowner? 

All property within the boundary as defined in the plot is the responsibility of the homeowner.
As a courtesy, the HOA asks that residents regularly inspect common areas surrounding the homes (parking lots, drives, grassy areas) and pick up any trash to improve to appearance and cleanliness for all residents. If you spot other residents littering or dumping on the property please report them to the property manager.

What are home inspections and why we have them? 

Every Spring representatives of the HOA will canvass the community inspecting each home for meeting the aesthetics and maintenance required in our bylaws.

Sheets with  recommendations will be sent to the homeowners along with a due date for compliance. Follow up inspections will take place each fall.

Often small, inexpensive maintenance jobs can be done that will greatly improve the look of the home and community, and that benefits us all.

Montgomery County Housing Code Enforcement also helps with Housing complaints.

What if I don’t comply with the home inspection by the due date? 

Failure to comply with the recommendations of the inspector can result in penalties that include fines, loss of parking privileges, and property liens.

• Can I keep my trash can and recycling bin in front of my house? 

No. Trash and recycling containers must be kept out of site of the front and side of the houses.

• Are there any facilities and furnishings provided by HOA? 

No.  Our community consists of the 294 homes and the common areas adjacent to them.  The pool and tennis courts are part of the North Lake Federation

• What are the responsibilities of the HOA? 

The HOA is charged with maintaining the common areas of the community in accordance with the legal documents of the community and applicable laws.

What land does the HOA own? 

The HOA is responsible for common property surrounding the homes including the streets, sidewalks, and grassy areas.

• How do I report the violation of a Meadows at North Lake covenant?

What is the most effective way to report vandalism?                           

Please call the police non-emergency office at 301 279 8000. Montgomery County Police want to hear from you - Please do not hesitate to call them if you see anything that does not seem right in your neighborhood.

• How can I join the HOA board? 

Every February/March nomination forms are sent to each homeowner.  Complete the form and submit back to the management agent.

When are elections held? 

Members of the Board of Directors are elected at the annual meeting held in April.

When and where are the HOA meetings? 
The Board of Directors meet at 7:30 p.m. on the third Thursday of every month at the Wegmans Café, 20600 Seneca Meadows Parkway, Germantown, MD 20876.

Who should I contact if someone park in my reserve space? 

Call G&G Towing at 301- 762-6023. You must sign acknowledging the spaces I your before the vehicle in violation can get towed. Refer to parking policy you were mailed.

Who should I do if someone park obstructing my reserve space? 

T-bone parking is illegal, call towing or police
 
• Can I give my parking permit to my overnight guest and park my vehicle without a parking pass in my reserve space?

No, every vehicle in Meadows at North Lake property must have a parking permit display inside the vehicle. Visitors in unassigned spaces must display a visitor permit.

• Will I still get my parking permits if I am late on my HOA dues? 

Any Home Owner that is behind on HOA dues jeopardizes being issued parking permits.

• What if I have more than two vehicles?                                                   

You can asked a neighbor with one vehicle to lend you their second pass or you can also rent parking spaces located by the tennis courts when available.

• How do I get my parking permits? 

Parking permits are distribute yearly or every 6 months via postal mail as long as you are in good standing with your dues and are not in violation of HOA rules.

Pets

Are there rules regarding pets? 

Montgomery County Animal Control department’s website list of rules applies at The Meadows at Northlake.

At large: Any animal is considered at large if it is outside the owner's premises and not leashed, unless it is a service dog. The common areas of a homeowner’s association are not considered the owner’s premises and is considered a violation.
Penalty for Violation: $100 for first offense, $500 for each subsequent violation.

Animal Defecation ("pooper scooper" law)
An animal may defecate on public property or the common area of property in which the owner shares an interest if the owner immediately removes and disposes of the feces by a sanitary method. Feces may be picked up in a plastic bag. If this bag is placed inside another plastic bag, it may be put out for disposal in your normal household trash.
Penalty for Violation - $100

Animal Trespass
An owner must not allow an animal to enter private property without the property owner's permission.
Penalty for Violation - $100

Animal Noise
An owner must not allow an animal to cause noise that is loud enough and persistent enough to disturb another person's quiet enjoyment.
Penalty for Violation - $100

Unwanted Contact
The pet owner must prevent unwelcome or unsolicited threatening physical contact or close proximity to a person or a domestic animal that occurs outside the owner’s property that may cause alarm in a reasonable person, such as biting, chasing, tracking, inhibiting movement, or jumping.
Penalty for Violation: $500

(For pet complaints, lost and found reports, licenses, to report dead animals on roads, low-cost spay/neuter program, etc.)

Trash & Recycling

• When is trash pickup?                                                                                     

We have two weekly trash pickups, Tuesday and Friday.

Recycling pickup is ONLY on Tuesdays

• What items can I put out on recycling day?

What if I have bulk trash to be pickup? 

We do not have a contract with our trash collector for regular bulk trash pick up.
You need to bring your bulk trash to the Shady Grove Waste Station.
We schedule a bulk trash pick up for the community twice a year. (Spring and Fall)

Who is responsible for the common areas? 

Common areas near the homes are the responsibly of the HOA.

Home owners or tenant found in violation of the trash and recycle rules will be responsible for the expenses of trash clean up.

REWARD PROGRAM! Help your community and identify those homeowners/tenants who violate HOA regulations and discard large or bulk items in common areas that normally require special disposal. To avoid you and your neighbors having to absorb the cost of disposing of these large or bulk items, report the violator to your HOA and receive a $40 r

The Meadows at North Lake Homeowner’s Association needs your help to keep our neighborhood clean.

There have been many occasions when people leave trash out on days other than trash days, as well as leaving junk household items out in front of their homes, and on the islands.

There are fines associated with this behavior. The homeowners association will pay ANYONE a reward of $40.00 for any information which leads to a fine for dumping in our community.
